A Senior Partner and co-founder of Sierra Research, Mr. Austin is an automotive and mechanical engineer with an extensive background in the design, development and evaluation of vehicle emission control systems; the development and evaluation of vehicle emissions regulations and I/M programs; assessment of fuel related emissions issues; and legislation and policy analysis. Mr. Austin has had principal responsibility for the design of I/M programs for the State of Alaska and Vancouver, British Columbia, and for providing I/M related services to the California Air Resources Board (CARB) and the California Bureau of Automotive Repair. He was also the manager of a series of studies conducted for the U.S. EPA, CARB, and the Federal Highway Administration under which light-duty vehicle operation in customer service was characterized and translated into a new set of driving cycles for use in dynamometer emissions testing.

Mr. Austin has been working in the field of air pollution control since 1969. Prior to founding Sierra Research in 1981, he served as Deputy Executive Officer and Executive Officer of the California Air Resources Board, where he had overall responsibility for all aspects of California's automotive emissions control program. Previously, as a project manager with the U.S. EPA, he had co-lead responsibility for light duty vehicle technology assessment. Mr. Austin has a B.S. degree in Mechanical Engineering, Automotive, from the University of Michigan, and is certified as a Qualified Environmental Professional by the Institute of Professional Environmental Practice.
