has wide ranging experience in the review and detailed analysis of
legislation and regulations, analysis of newly proposed control
measures, and working within the regulatory process to achieve clients'
needs. Many of Sierra’s staff have previously worked for regulatory
agencies (air agencies, CARB and EPA), so we have excellent
contacts within the agencies and understand how to work within the
regulatory processes. Sierra can assist clients with their review of
current or new regulations which may impact their operations and also
draft alternative proposals. Sierra can then represent clients with
the regulatory agencies to obtain changes in new regulations or relief
from current regulations. Examples of assistance services include the
following:

Reporting on workshops, meetings, and regulatory proposals by the
U.S. Environmental Protection Agency, California Air Resources
Board, local air pollution control districts in California, and
other state and local air pollution control agencies, as well as on
related legislative developments;

Analysis of mobile and stationary source emission control measures
proposed by regulatory agencies, and development of alternative
measures to reduce the cost of compliance;

Permit assistance for developers of facilities subject to air
pollution control and analysis requirements, including preparation
and delivery of expert reports and testimony in siting cases;

Point, area and mobile source dispersion modeling, roadway modeling,
and airshed air quality modeling;

Air quality assessments for use in Environmental Impact
Reports/Statements and Environmental Assessment documents;

Preparation of emission inventories of criteria pollutants, toxic
air contaminants, hazardous air pollutants, and greenhouse gases for
a wide range of facilities in the motor vehicle, petroleum, energy,
mineral, chemical, and aerospace industries; and
-
Technical and legal assistance resolving or contesting stationary
source and mobile source compliance matters involving the U.S.
Environmental Protection Agency and state and other federal air pollution
control agencies.
