Mr. Carlson is a Principal Scientist at Sierra Research with principal technical responsibility in a number of project areas involving modeling and data analysis. His primary responsibilities include analysis of driving data and development of driving cycles; vehicle simulation modeling (of vehicle emissions and fuel economy); analysis of I/M and vehicle emissions data; and mobile and stationary source emissions inventory development, including development and use of emission inventory forecasting and gridding software, development of comprehensive inventory preparation plans and underlying database design, and preparation of State Implementation Plan inventory estimates for both criteria and toxic pollutants. He also has a broad array of project experience involving use, critical review, and modification of mobile source emission factor models such as EMFAC and MOBILE, and has performed critical evaluations of interaction and data linkages between transportation, emission factor, and emissions gridding models used in on-road mobile source development. Mr. Carlson is one of the principal architects of Sierra’s VEHSIM vehicle simulation model. Educated as an atmospheric scientist, Mr. Carlson is also experienced in modifying and using numerous air quality dispersion models and is a highly proficient multi-language programmer (including FORTRAN, Visual Basic, and Pascal) who has developed several analytical software tools for assessing local and regional air quality impacts of transportation control and emission reduction measures. Mr. Carlson also has in-depth experience with geographic information system (GIS) software, data, and GIS-related analysis tools.

Mr. Carlson has been working in the field of air pollution control since 1981. Prior to joining Sierra Research in 1982, he worked in the Air Quality Modeling Section of the California Air Resources Board. He has a B.S. degree in Atmospheric Science from the University of California, Davis.
