Mr. Hill is a Senior Engineer at Sierra Research whose responsibilities include compliance assistance and strategy development for facilities subject to EPA and local air district enforcement actions; preparation of air quality sections of California Energy Commission Applications for Certification and Small Power Plant Exemptions; Clean Air Act Title V permit applications; preparation of Health Risk Assessments for Toxic Hot Spots program and permit applications; preparation of permit applications for various industrial sources including Best Available Control Technology (BACT) review, offsets and emission reduction credit analyses, Prevention of Significant Deterioration (PSD), New Source Performance Standards (NSPS), and National Emission Standards for Hazardous Air Pollutants (NESHAPS) applicability review, and state portable equipment and air toxic control measure compliance review.

Project experience includes managing the development of air quality portions of Applications for Certification and Determinations of Compliance for power plant projects that are subject to review by the California Energy Commission (CEC) and local air quality districts.  For these projects, Mr. Hill is responsible for preparing and obtaining approval for air quality modeling protocols; identifying and interpreting applicable requirements; identifying operating scenarios; quantifying criteria and toxic pollutant emissions; identifying and quantifying required offsets and mitigation for the project; supervising the preparation of ambient air quality impact analyses and screening health risk assessments; interpreting relevant CEC and district regulations relating to control requirements, offsets and mitigation; preparing air quality portions of AFCs and applications for Determinations of Compliance and Prevention of Significant Deterioration permits; and responding to CEC and district data requests.  Mr. Hill has participated in permitting and licensing procedures for more than 10 major power plant projects in California since 2006, including the Ivanpah Solar Energy Generating System for BrightSource, CPV Vaca Station for Competitive Power Ventures, Pio Pico Energy Center for Apex Group, and several projects for Pacific Gas and Electric Company.

Mr. Hill has been working in the field of air pollution control since 1978.  Prior to joining Sierra Research in 2006, he was with the Bay Area Air Quality Management District for over 25 years, serving most recently as Manager of the Permit Evaluation section. Mr. Hill has a B.S. degree in Engineering from the University of California at Los Angeles, a M.S. degree in Chemical Engineering from the University of California at Berkeley, and a J.D. from Hastings College of Law in San Francisco.
