Staff Profile - Robert Dulla
■ Professional Profile As a Senior Partner at Sierra Research, Mr. Dulla’s responsibilities include legislative and regulatory analysis of motor vehicle emission reduction and energy conservation issues; automotive technology assessment; analysis and modeling of transportation control measures; and management of multi-year contract support teams. He has managed extensive support service contracts for numerous government and private entities, including the U.S. EPA, the California Department of Transportation, the Southern California Association of Governments, the Maricopa Association of Governments, the Alaska Department of Environmental Conservation, and the American Petroleum Institute. Efforts have included conformity demonstrations, collection and analysis of vehicle emissions and driving data, emissions inventory development, and preparation of State Implementation Plans and ozone and carbon monoxide maintenance plans. He has also led efforts to develop a variety of analysis tools for use in assessing the emission impacts of transportation control measures, highway projects, and revisions to regional transportation systems. Mr. Dulla has been working in the air quality field since 1974. Prior to joining Sierra Research in 1986, he worked on energy conservation, automotive technology, emissions reduction strategies, and energy demand issues at Energy and Environmental Analysis (EEA), where he was Director of Transportation Studies and later Partner. Mr. Dulla studied Mechanical Engineering at Clemson University.
