Staff Profile - Nancy Matthews
■ Professional Profile Ms. Matthews is a Principal Engineer at Sierra with expertise in developing local, state, and federal permit applications for new and modified energy production facilities and industrial operations, including technical evaluation of processes, control alternatives, emission potential, emissions offsets, and applicable regulations. She is also responsible for evaluating the feasibility of proposed projects with respect to air quality regulatory requirements and has prepared permit applications and renewals under the Title V operating permit program for new and existing facilities in California, Hawaii, and Arizona. Ms. Matthews has prepared the air quality sections of Applications for Certification and air permit applications for numerous new or repowered power plants in California, such preparations including regulatory assessments, best available control technology reviews, emissions assessments, screening health risk assessments, ambient air quality impact analyses, and offset reconciliations. Ms. Matthews has been working in the field of air pollution control since 1976. Prior to joining Sierra Research in 1986, she was employed by the California Air Resources Board, where she worked on a range of issues including emission inventories, new source review, and motor vehicle emissions modeling. She has a B.A. degree in Physical Sciences from the University of California, Berkeley, and has taken graduate courses in civil engineering at the University of California, Davis.
