Mr. Carlock joined Sierra Research in 2010 as a Senior Specialist, where he is responsible for performing analyses related to emission modeling using tools, such as the MOBILE, EMFAC, MOVES, OFFROAD and NONROAD models developed by U.S. EPA and the California Air Resources Board (CARB), and also the FAA’s EDMS modeling system.  Other responsibilities involve the assessment of the costs, benefits, and cost-effectiveness of a wide range of mobile source emission control measures.

Prior to joining Sierra, he had his own environmental consulting firm—St. Malo Solutions—which he founded in 2005 after leaving CARB.  He served at CARB for 25 years, leaving as Chief of CARB’s Mobile Source Analysis Branch.  In that position, he supervised the design, development, and implementation of the 2000 series of the EMFAC on-road motor vehicle emissions inventory models and the "OFFROAD" emissions inventory model, and provided technical and analytical support to CARB's regulatory staff for proposed and previously implemented regulatory items.

Mr. Carlock holds a B.A. from California Polytechnic University, a M.A. from Pepperdine, and is currently pursuing a PhD in Industrial and Organizational Psychology from Alliant International University, Los Angeles.
