Mr. Lyons, a chemical engineer, is an expert on evaporative emissions and fuels-related issues.  A Senior Partner at Sierra Research, Mr. Lyons has an extensive background in the analysis of vehicle test data and has developed considerable expertise with respect to analyses of the emission benefits, costs, and cost-effectiveness of mobile source air pollution control measures.  In particular, Mr. Lyons is an expert on fuel-related issues, as well as evaporative and refueling emissions and their control.  Additional duties include assessments of the activities of federal, state, and local regulatory agencies with respect to motor vehicle emissions and reports to clients regarding those activities.  Mr. Lyons has extensive litigation experience related to air quality regulations, product liability, and intellectual property issues.

Mr. Lyons has been working in the field of air pollution control since 1985.  Prior to joining Sierra Research in 1991, he worked for the California Air Resources Board, where he was the principal author of CARB’s evaporative emission test procedure for 1995 and later model vehicles.  He has a B.S. in Chemistry from the University of California, Irvine, and a M.S. in Chemical Engineering from the University of California, Los Angeles and is a member of the Society of Automotive Engineers and American Chemical Society.
