A recognized expert in emissions inventory modeling, Mr. Heiken is a Senior Engineer working out of Sierra's Michigan satellite office. His particular strengths are in emission inventory evaluation and review; development of emission inventory methods; emissions, fuel, and ambient data analysis; computer model design and application; control technology evaluation; environmental compliance assessment; regulatory development and impact analysis; and regulatory cost and cost effectiveness. Mr. Heiken's work experience includes regulatory impact analyses for engine manufacturing, vehicle manufacturing, and refining industries in response to federal, state, and local actions; evaluation of regulatory alternatives for use in negotiation processes for industry stakeholders; critical review of regulatory computer models and inventory guidance; development of inventory methods and computer models for industrial and governmental clientele; and analysis of emissions, fuel, and ambient test data for significant impact of analytical variables or emissions control programs. He has extensive experience operating the following models: MOVES, MOBILE, EMFAC, NONROAD, OFFROAD, EPS, EGAS, DTIM, GREET, SPECIATE, Complex Model, Predictive Model, BEIS, ISC, CAL3QHC, and FAEED.

Mr. Heiken has been working in the air quality field since 1989. Prior to joining Sierra Research in 2005, he was a project manager and senior analyst with Air Improvement Resource; before that he was employed by Environ International and Systems Application International. Mr. Heiken has a B.S. degree in Chemical Engineering from the University of California at San Diego.
