■ Professional Profile Mr. Adkins is a Senior Partner at Sierra Research whose responsibilities include compliance assistance and strategy development for facilities subject to EPA and local air district enforcement actions; preparation of variance petitions and representation at variance hearings; preparation of air quality sections of California Energy Commission Applications for Certification and Small Power Plant Exemptions, Clean Air Act Title V permit applications, and Title IV Acid Rain Monitoring Plans for power plants; and preparation of permit applications for various industrial sources including Best Available Control Technology (BACT) review, offsets and emission reduction credit analyses, Prevention of Significant Deterioration (PSD), New Source Performance Standards (NSPS), and National Emission Standards for Hazardous Air Pollutants (NESHAPS) applicability review, and state portable equipment and air toxic control measure compliance review. Mr. Adkins has represented clients in EPA enforcement actions and represented numerous clients in variance hearings before the Sacramento Metropolitan, South Coast, San Joaquin Valley, Placer County, Feather River, and Bay Area Air Quality Management District Hearing Boards. Mr. Adkins has been working in the field of air pollution control and design engineering since 1983. Prior to joining Sierra Research in 1993, he was a supervising air quality engineer with the Bay Area Air Quality Management District. Mr. Adkins has a B.S. degree in Chemical Engineering from The Pennsylvania State University and a J.D. from Hastings College of Law in San Francisco. He is a California registered professional engineer in chemical engineering and a member of the State Bar of California, Environmental Section. He is also accredited by the California Air Resources Board as a Lead Verifier under the Mandatory Greenhouse Gas Emissions Reporting program, with general and sector-specific accreditations in the Refinery and Power Entities sectors.
