■  Professional Profile

A founding partner of Sierra Research, Mr. Rubenstein has an extensive background in the air pollution control field, including all aspects of air quality planning, strategy development and analysis, emission inventory development, emission control system design and evaluation, and automotive emission control design. As the Senior Partner principally responsible for Sierra Research’s activities related to stationary sources, he has supervised the preparation of control technology assessments, environmental impact reports, permit applications for numerous industrial and other development projects throughout the United States, and air quality licensing applications before the California Energy Commission. Mr. Rubenstein also has over thirty years of experience in addressing mobile source air pollution control issues, including projects related to vehicle emission control design and evaluation, vehicle inspection program design and evaluation, and emission inventory and model development. His mobile source experience includes on-road and off-road vehicles, and includes aircraft, marine and rail emission sources. Other work has included preparation of nonattainment plans; preparation and review of emission inventories and control strategies; preparation of the air quality portions of environmental review documents for controversial transportation, energy, mineral industry, and landfill projects; preparation of screening health risk assessments and supporting analyses; and development of air quality mitigation programs. He has served as a technical expert witness before numerous state and local regulatory agencies, and has served as a technical expert on behalf of the California Attorney General and the Alaska Department of Law.

Prior to founding Sierra in 1981, Mr. Rubenstein spent eight years with the California Air Resources Board, joining the staff as a junior mechanical engineer and leaving as Deputy Executive Officer responsible for the technical direction of all Board activities. He has a B.S. degree in Engineering from the California Institute of Technology and is certified as a Qualified Environmental Professional by the Institute for Professional Environmental Practice.
