Mr. Gardetto has considerable experience in the area of federal certification, compliance, and enforcement of vehicle and heavy-duty regulations. Responsibilities at Sierra include coordination with the U.S. EPA in the areas of motorcycle, vehicle, and heavy-duty engine certification and compliance; design and analysis of test programs; analysis of test data; economic evaluation of fleet replacement; review of on-board diagnostic (OBD) systems; analysis of state inspection and maintenance (I/M) data for both tailpipe testing and OBD testing; and economic audits of I/M contractor costs for different I/M programs. Work at Sierra has included close coordination with the staff at the U.S. EPA on certification procedures and review of revisions to those procedures.

Prior to joining Sierra, Mr. Gardetto was an Environmental Engineer at the U.S. EPA for 20 years, where he worked in the areas responsible for enforcement of vehicle and heavy-duty engine regulations; analysis of industry-submitted data; and the coordination of testing between industry and EPA. While at EPA he performed Selective Enforcement Audits (SEAs) at both vehicle and heavy-duty engine plants. He also performed compliance enforcement investigations and acted as the lead support engineer in several litigations against manufacturers. Mr. Gardetto was also responsible for coordinating the EPA’s laboratories in investigative testing, and for the design and development of the federal OBD I/M testing procedures used by over 36 state programs. He was responsible for the review and analysis of data submitted by both OEMs and states in support of I/M programs. Prior to leaving EPA he was responsible for coordinating the development of a laboratory correlation program with the heavy-duty engine manufacturers. This work involved the oversight of internal EPA testing to establish compliance-ready test cells.
