A Senior Engineer at Sierra, Mr. McClement is responsible for providing support on mobile source projects, including data collection, analysis, and laboratory and testing equipment.  He has assisted in analyzing I/M program data, supporting a manufacturer’s review of in-use OBDII system performance, purchasing equipment and fuels in support of Sierra’s emission laboratory and field testing operations, and updating Sierra’s fuel economy modeling efforts, including detailed research regarding vehicle characteristics and installed equipment in recent production vehicles.

Prior to joining Sierra Research in 2007, Mr. McClement spent 30 years with Automotive Testing Laboratories (ATL), where he progressed from gaining hands-on experience in the laboratory to being responsible for engineering and project management, managing research programs for the U.S. EPA, the California Air Resources Board, the American Petroleum Institute, and the Coordinating Research Council.  He was responsible for a consecutive series of EPA research contracts from 1982 through 2001, and for collection of much of the light-duty vehicle evaporative emission data in EPA’s Mobile Source Observation Database.  He also served as Project Manager for the pilot demonstration that led to the current Arizona emissions inspection test (IM240) under contract to EPA.

While at ATL, he participated in the fabrication and assembly of instruments and support hardware, and the installation of equipment in new laboratory sites, including East Liberty, Ohio, New Carlisle, Indiana, and Mesa, Arizona.  He also provided services to on-site clients, ranging from explaining laboratory capabilities, setting up equipment to meet special testing needs, coordinating actual testing, and interpreting and presenting testing results. He is also experienced in laboratory data collection programming (in assembly language, Fortran, Pascal, C, and Visual Basic) and programming to a variety of peripherals.

Before working for ATL, Mr. McClement was with the Chevrolet Motor Division, assigned to the Inspection and Quality Control Departments, with emphasis on metrology, statistics, data analysis, and reporting.  He has a Bachelor of Industrial Engineering degree from the General Motors Institute (now Kettering University).
