Staff Profile - Dan Welch
■ Professional Profile Mr. Welch is a Senior Engineer with Sierra whose responsibilities include preparing air quality permit applications and conducting related technical evaluations for these applications (e.g., evaluations of the manufacturing processes, emission assessments, emission control analyses, emissions offset analyses, air quality impact analyses, visibility impact analyses, health risk assessments, and determinations of compliance with applicable air quality regulations). Other responsibilities include preparing Title V permit applications, acid rain permit applications; emission reduction credit applications; annual emission reports, Title V semi-annual monitoring reports; Title V annual compliance certifications; and air toxics emission inventories. Compliance activities for a steel mill have included RECLAIM reporting, forecasting, and audit support; source test support; and enforcement support. Other compliance activities have included a compliance audit for a power plant; litigation support for a power plant; and regulatory support for an air pollution control district. Mr. Welch has been working in the field of air pollution control since 1987. Prior to joining Sierra Research in 1998, he worked as a project engineer for several other consulting firms, and also as an Air Quality Engineer with the El Dorado County Department of Environmental Management. He has a B.S. degree in Chemical Engineering from Rutgers University.
