■ Professional Profile Dr. Tong is an Associate Engineer at Sierra Research who provides a range of engineering support on a variety of projects. Work has included developing particulate matter emission inventories for California power plants, including detailed emission data and test methods for each combustion turbine at the power plant, and preparing air quality permit applications for stationary sources. Work on the latter has included potential to emit calculations, emission control alternatives analysis, emissions offset applicability, best available control technology analysis, and a review of applicable air quality regulations. Other experience has included assisting in the development of a particulate matter source test method for natural gas fired power plants, organizing data for litigation support, assisting with compliance reporting and reporting document preparation for a natural gas fired power plant, and analyzing rail yard aerosol emissions data to assist in the technical review of the report. Dr. Tong joined Sierra Research in 2007, following completion of her doctoral work at the California Institute of Technology, where she earned a Ph.D. in Environmental Science and Engineering. During her work at CalTech, she conducted a study of thermodynamic models for phase equilibrium calculation and activity coefficients estimation, and carried out a study of secondary organic aerosol formation by heterogeneous reactions using quantum mechanics and molecular dynamic simulations. She also has a B.S. in Chemistry from the University of Delaware.
